First of all, I want to clarify that why that form is needed. Actually, if you want to transfer your vehicle from one state to another then you need to re-register your vehicle in another state according to this rule in India.

If you are transferring or shifting your vehicle from one state to another then you need to take NOC from DTO. And for NOC you can apply offline and online in both methods.

Documents required for Vehicle NOC

You have to submit the following documents along with the RTO form.

• Form 28 as an Application form.
• RC or Registration Certificate.
• Insurance copy.
• Motor vehicle tax payment receipt.
• Pollution Certificate.
• Chassis and Engine pencil print.
• Identity proof of vehicle owner.

One thing more is that if you have taken the vehicle on loan then you will also have to take NOC from the bank.

How to fill RTO form 28 for NOC?

It is very easy to fill that form you can easily fill that form. The form in which there are three parts in two pages but only two parts of that form has to be filled.

1. In the first part of that form, you have to fill in your details (Vehicle owner details) and the vehicle details.
2. Now fill in the buyer’s details in the second part of that form.
3. Now submit the form to the RTO office.

After getting the NOC, the financier will have to file Forms 20, 27, and 33 in his state for re-registration of the vehicle. And remember one thing that the validation of NOC is only for 6 months.
